regarding transfer policy of RVO

Hey doc.. I want to share one event that recently occured in our dist. One RVO X got transfered from station A to station B ( vacant station)and joined on 10th jouly 2012. Just after one month another influential( you know....) RVO Y got transfer orders from his station C to station B . Also ZP issued orders of RVO X from station B to station C . Now RVO X is accusing ZP of foul play . So what does transfer rule of RVO says .can sb be transfered from his station without his consent and replaced by another influential ( come on u know very well) RVO...

Hello, Yes the Dept. n by virtue of which, ZP has full powers (with approval from Dir. RD) to transfer any employee to any station.

This happens in all the Dept.s and infact there's a Govt. policy that no employee should remain at same station longer than the specified period of time. (followed or not, is different concern). Like you could've seen the transfers of VOs. many VOs got transferred across the Punjab recently. DDAHs, ADCs, DCs, SDMs, Judges, SSPs, DSPs, SDOs, JEs, everyone gets transferred from one station to another whether away from home or closer.

 

Your(Any Employee) consent means nothing, because as such the Dept. inherits the right to transfer the employees anywhere as per their discretion provided they had to follow/and they follow rules specified for a particular cadre as mentioned in their service rules. Like in our case, the transfer of a RVO can only be done within the Distt. and secondly, the consent/Approval from Dir. RD is must. And if they're not following the above said criteria, then they can be challenged for fowl play.

This means that you can (if desired) can take a transfer on request ie. they have provisioned you / gave you a facility that you can opt if desired., but this has no relation to the fact or doesn't mean that RD/ZP can't transfer you.

 

read again carefully to see the same that does it say that Dept. can't transfer you.

 

There they're mentioning your powers and duties. Get a copy of ADC(D)s or Dir. RDs Service rules n just have a look at their powers. They not only can transfer you but Dir RD can also suspend or even terminate you.(on valid grounds)

 

Last month over 100 VOs got transferred across Punjab and i guess you are very well aware of this fact as well.

 

And Doc. you have absolutely no need to convince us as we're not the one's transferring anybody, try doing same with Dir. RD n lets hear what he says :)
