Whether probation period gets over this year or next, it should not effect the increment as it must be added to the salary of a regular employe every year unless there is some adverse remarks on his job tenure of that year and his increment is stripped off by a competent authority. Time and again, coming up of quotes in this column, linking things like opening of cpf accounts or increment to probation period or to the whimsical excuses of respective zila parishads is really disheartening. On one hand we call ourselves Class-I officers while on the other we buy their lame excuses. Both these things really do not sync with each other. And as Dr Vipin said it is their duty to hand over our salary complete wrt all allowances and increments. If they do not perform their duty then we should report them to higher authority. And it will be much better if we do our homework well in advance before meeting officials regarding such issues so that in future no official can return us back like unaddressed envelope. We come under Punjab Civil Services Rule for Group A officers and we must have thorough knowledge of these rules and if time comes we should let the authority also know the same.
  2. And if somebody says that CPF is opened after probation, it is totally false and that person is grossly misleading you. CPF starts from Day 1 of regular service.
  3. The reason that our CPF accounts are not yet opened even after completion of 1 year of service is that there is no provision of such account for the employees of autonomous/semi-autonomous govt. bodies like zila parishad or municipal corporation. So when ever our case reaches finance dept. it is rejected on this basis. So no matter, if various zila parishads have accepted CPF or PRAN forms, you can be sure that they will be returned back to you without troubling anybody because till date there has been no provision of funds for govt's share towards our CPF. The situation will remain same until the state finance dept. receive clear guidelines from state govt. regarding this. The same problem occurred with teachers working in zila parishad. As this became clear to them, now they have threatened to go on protest along with some other pending demands. They have already boycotted some schemes like Pado Punjab etc. in schools and decided not to co-operate until their demands are met and their CPF accounts are opened. So, in nut shell if everything goes right it will take a while for opening of this account and regarding the arrears towards our cpf ..... well it is anybody's guess .
  4. Perhaps the fact about Gazzeted status of RVO's needs to scrutinized further. It is desirable that we should verify all the technicalities related with it before coming to conclusion on this fact.
