Today a PSVOA delegation met Hon' Minister AH Sh. Laljit Singh Bhullar and submitted file in continuation of pay parity demand as well as requested them to take the matter with Finance minister so that previous orders can be revised. Press release : High hopes from "AAP" regarding injustice/irregularities related to pay parity by previous Govt. - Dr Puneet Malhotra A delegation of Punjab State Veterinary Officers Association met Hon'Minister Animal Husbandry Sh. Laljit Singh Bhullar regarding their pending demands. Explaining the issue State President Dr. Puneet Malhotra said that pay parity of Veterinary Officers in Animal Husbandry department with Medical Officer of Health Department was abolished by previous Govt. This is not just contempt of Punjab and Haryana High court as well as Supreme court of India but also injustice to Veterinary Officers of Animal Husbandry department. It's worth mentioning that during lumpy skin outbreak, Veterinary Officers worked round the clock (24x7) including public holidays and even on Sundays treated Cows and protected farmers from huge financial burden. Association demanded that all sections of society elected new Govt. with huge majority and with high hopes to safeguard the interests of society, and to fulfil those aspirations Veterinary Officers must be treated fairly without any discrimination in pay parity so that spirit of Doctors can be uplifted with boosted morale. A PSVOA delegation met Hon'ble MAH at his residence and apprised him of the Pay Parity issue. He assured to take up the matter with concerned authorities and will call a meeting soon. Now our 9 years' DACP has been corrected. 4 sample cases have been cleared by Government today. Special thanks to Dr H.S. ਵੈਟਰਨਰੀ ਅਫ਼ਸਰ ਐਸੋਸੀਏਸ਼ਨ ਅਤੇ ਸਿਹਤ ਵਿਭਾਗ ਦੀਆਂ ਡਾਕਟਰ ਜਥੇਬੰਦੀਆਂ ਵੱਲੋਂ ਛੇਵੇਂ ਤਨਖਾਹ ਕਮਿਸ਼ਨ ਦੇ ਵਿਰੋਧ ਵਿੱਚ ਸੰਘਰਸ਼ ਦਾ ਐਲਾਨ ਚੰਡੀਗੜ੍ਹ, 22 ਜੂਨ 2021 - ਪੰਜਾਬ ਸਟੇਟ ਵੈਟਰਨਰੀ ਆਫੀਸਰਜ਼ ਐਸੋਸੀਏਸ਼ਨ ਦੀ ਮੀਟਿੰਗ ਡਾ ਸਰਬਜੀਤ ਸਿੰਘ ਰੰਧਾਵਾ ਪ੍ਰਧਾਨ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਹੋਈ ਅਤੇ ਮੀਟਿੰਗ ਵਿੱਚ ਸਰਕਾਰ ਵੱਲੋਂ ਦਿੱਤੇ ਗਏ ਛੇਵੇਂ ਤਨਖਾਹ ਕਮਿਸ਼ਨ ਨੂੰ ਮੁੱਢੋਂ ਰੱਦ ਕਰ ਦਿੱਤਾ ਗਿਆ। ਐਸੋਸੀਏਸ਼ਨ ਦੇ ਇਕ ਵਫ਼ਦ ਵੱਲੋਂ ਡਾ ਰੰਧਾਵਾ ਦੀ ਪ੍ਰਧਾਨਗੀ ਹੇਠ ਮਾਨਯੋਗ ਤ੍ਰਿਪਤ ਰਜਿੰਦਰ ਸਿੰਘ ਬਾਜਵਾ ਪਸ਼ੂ ਪਾਲਣ ਮੰਤਰੀ ਅਤੇ ਮਾਨਯੋਗ ਸ੍ਰੀ ਵੀ ਕੇ ਜੰਜੂਆ ਵਧੀਕ ਮੁੱਖ ਸਕੱਤਰ ਪਸ਼ੂ ਪਾਲਣ ਜੀ ਨੂੰ ਮੰਗ ਪੱਤਰ ਸੌਂਪੇ ਗਏ। ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਮੰਗ ਪੱਤਰ ਪ੍ਰਾਪਤ ਕਰਨ ਉਪਰੰਤ ਐਸੋਸੀਏਸ਼ਨ ਨੂੰ ਭਰੋਸਾ ਦਿਵਾਇਆ ਗਿਆ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਮੰਗ ਨੂੰ ਸਰਕਾਰ ਤੱਕ ਤੁਰੰਤ ਪਹੁੰਚਾ ਦਿੱਤਾ ਜਾਵੇਗਾ । ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਛੇਵੇਂ ਤਨਖਾਹ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਸਰਕਾਰੀ ਡਾਕਟਰਾਂ ਨੂੰ ਦਿੱਤੇ ਜਾਂਦੇ ਐਨ.ਪੀ.ਏ ਨੂੰ ਘਟਾ ਦਿੱਤਾ ਗਿਆ ਹੈ ਅਤੇ ਇਸ ਨੂੰ ਮੁੱਢਲੀ ਤਨਖਾਹ ਨਾਲੋਂ ਵੀ ਡੀ-ਲਿੰਕ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ, ਜਿਸ ਦਾ ਰਾਜ ਦੇ ਸਮੂਹ ਸਰਕਾਰੀ ਡਾਕਟਰਾਂ ਵਿਚ ਭਾਰੀ ਰੋਸ ਪਾਇਆ ਜਾ ਰਿਹਾ ਹੈ । ਡਾ ਰੰਧਾਵਾ ਵੱਲੋਂ ਪੀ.ਸੀ.ਐਮ.ਐਸ ਐਸੋਸੀਏਸ਼ਨ ਦੇ ਪ੍ਰਧਾਨ ਡਾ ਗਗਨਦੀਪ ਸਿੰਘ ਨਾਲ ਵੀ ਮੀਟਿੰਗ ਕੀਤੀ ਗਈ ਅਤੇ ਮੀਟਿੰਗ ਵਿਚ ਡੈਂਟਲ ਡਾਕਟਰਾਂ, ਆਰ ਐਮ ਓ, ਮੈਡੀਕਲ ਟੀਚਰਾਂ, ਆਯੁਰਵੈਦਿਕ ਅਤੇ ਹੋਮਿਓਪੈਥੀ ਡਾਕਟਰ ਜਥੇਬੰਦੀਆਂ ਦੇ ਨੁਮਾਇੰਦੇ ਵੀ ਹਾਜ਼ਰ ਸਨ। ਸਮੂਹ ਜਥੇਬੰਦੀਆਂ ਵੱਲੋਂ ਇਹ ਐਲਾਨ ਕੀਤਾ ਗਿਆ ਕਿ ਐੱਨਪੀਏ ਸਬੰਧੀ ਲੜਾਈ ਸਮੂਹ ਸਰਕਾਰੀ ਡਾਕਟਰਾਂ ਦੀ ਸਾਂਝੀ ਲੜਾਈ ਹੈ ਅਤੇ ਇਸ ਨੂੰ ਸਮੂਹ ਸਰਕਾਰੀ ਡਾਕਟਰਾਂ ਵੱਲੋਂ ਇਕੱਠੇ ਹੋ ਕੇ ਲੜਿਆ ਜਾਵੇਗਾ ਅਤੇ ਮੌਕੇ ਤੇ ਹੀ ਸਮੂਹ ਸਰਕਾਰੀ ਡਾਕਟਰਾਂ ਦੀ ਇਕ ਸਾਂਝੀ ਜੁਆਇੰਟ ਗੌਰਮਿੰਟ ਡਾਕਟਰ ਕੋਆਰਡੀਨੇਸ਼ਨ ਕਮੇਟੀ ਨੂੰ ਹੋਂਦ ਵਿੱਚ ਲਿਆਂਦਾ ਗਿਆ । ਜੁਆਇੰਟ ਕਮੇਟੀ ਵੱਲੋਂ ਸਰਕਾਰ ਨੂੰ ਸੰਬੋਧਿਤ ਹੋ ਕੇ ਕਿਹਾ ਗਿਆ ਕਿ ਅੱਜ ਤਕ ਸਰਕਾਰ ਵੱਲੋਂ ਗਠਿਤ ਕੀਤੇ ਹਰ ਪੇ ਕਮਿਸ਼ਨ ਨਾਲ ਸਰਕਾਰੀ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਆਰਥਿਕ ਤੌਰ ਤੇ ਫਾਇਦਾ ਦਿੱਤਾ ਗਿਆ ਹੈ, ਪਰ ਇਹ ਪਹਿਲੀ ਵਾਰ ਹੋਇਆ ਹੈ ਕਿ ਸਰਕਾਰ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਕੁਝ ਦੇਣ ਦੀ ਬਜਾਏ ਖੋਹ ਰਹੀ ਹੈ । ਇਸ ਮੌਕੇ ਤੇ ਰਾਜ ਦੇ ਸਮੂਹ ਸਰਕਾਰੀ ਡਾਕਟਰਾਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਗਈ ਕਿ ਮਿਤੀ 23-06-2021 ਨੂੰ ਆਪਣੇ ਆਪਣੇ ਜ਼ਿਲ੍ਹੇ ਦੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਨੂੰ ਐੱਨ.ਪੀ.ਏ ਦੀ ਦਰ ਨੂੰ ਬਹਾਲ ਕਰਨ ਅਤੇ ਇਸ ਨੂੰ ਮੁੱਢਲੀ ਤਨਖਾਹ ਦਾ ਹਿੱਸਾ ਮੰਨਣ ਸਬੰਧੀ ਮੰਗ ਪੱਤਰ ਸੌਂਪਿਆ ਜਾਵੇ । ਇਸ ਮੌਕੇ ਜੁਆਇੰਟ ਕਮੇਟੀ ਵੱਲੋਂ ਕਿਹਾ ਗਿਆ ਕਿ ਸਰਕਾਰੀ ਡਾਕਟਰਾਂ ਵੱਲੋਂ ਇਸ ਕੋਰੋਨਾ ਮਹਾਂਮਾਰੀ ਦੌਰਾਨ ਦਿਨ ਰਾਤ ਇਕ ਕਰਕੇ ਕੰਮ ਕੀਤਾ ਗਿਆ ਹੈ ਤੇ ਸਰਕਾਰ ਵੱਲੋਂ ਡਾਕਟਰਾਂ ਦੇ ਮਨੋਬਲ ਨੂੰ ਵਧਾਉਣ ਦੀ ਬਜਾਏ ਡੇਗਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਇਸ ਮੌਕੇ ਤੇ ਜੁਆਇੰਟ ਕਮੇਟੀ ਵੱਲੋਂ ਐਲਾਨ ਕੀਤਾ ਗਿਆ ਕਿ ਜੇਕਰ ਸਰਕਾਰੀ ਡਾਕਟਰਾਂ ਦੀ ਇਹ ਮੰਗ ਤੁਰੰਤ ਨਾ ਮੰਨੀ ਗਈ ਤਾਂ ਕਮੇਟੀ ਨੂੰ ਆਉਣ ਵਾਲੇ ਸਮੇਂ ਵਿੱਚ ਤਿੱਖੇ ਸੰਘਰਸ਼ ਲਈ ਮਜਬੂਰ ਹੋਣਾ ਪਵੇਗਾ ।

Today, a deputation led by Dr Sarabjit Singh Randhawa, President, PSVOA met Honb'le MAH and Worthy ACS in the presence of DAH, Dr. Khosla and submitted Memorandum regarding our immediate demands. (Copy attached). Both the authorities were appraised about the big economic losses caused to the cadre with the implementation of 6th pay commission . A meeting with PCMS association was also held . Both associations have agreed in principle to fight unitedly for this common cause. It has been decided to give Memorandums jointly to Deputy Commissioners at distt. levels on 23-06-2021. Newly recruited doctors today showed their resentment against lowering of scales/salaries by wearing black badges on last day of their orientation programme.

PSVOA has taken strong notice of the recent disparity created by a recent letter wherein the entry scales of VOs have been lowered from the pay matrix in violation/contempt of Hon' High Court Punjab & Haryana and Hon' Supreme Court. The delegation led by Dr.Sarabjit Singh Randhawa, President PSVOA today welcomed Hon'ble ACS ji after assuming charge in our department and put forward the long pending demands of our cadre. ACS ji listened every point of Memorandum of demands in very positive manner. 1. ACS ji assured to rectify the anomilies in DACP after completion of 4 and 9 years of veterinary officers shifted from Zila Parishad and all ex RVos will get DACP without any loss. 2. DPC to fill vacant posts of cadre will be conducted soon as assured by ACS ji. 3. ACS ji has very positively approved the commencement of in-service post graduation for veterinary officers of the department. 4. Dr. Randhawa put forward the demand for early purchase of new vehicles for all Deputy Directors and new Vaccine transportation vans to streamline the work of animal husbandry department, which is immediately approved in principle by ACS ji. 5. The demand to supply the good quality of medicines to all CVHs/CVDs and Polyclinics and supply of blood transfusion bags at district level is also immediately approved in principle by ACS ji. 6. ACS ji assured the delegation that every demand mentioned in memorandum will be examined and worked out positively. 7. Dr. Gurdev Singh vice president thoroughly explained to ACS ji about the exigency and urgent need to approve all the demands so as to streamline the work of the department and assured him on behalf of association that every VO will work wholeheartedly for the welfare of farmers/ livestock owners. In the end Dr. Randhawa thanked ACS ji for patiently hearing all the demands and especially thanked for approving the 'RESTRUCTURING' of cadre posts of the department.
