Hon' CM wants farmers to shift from traditional to allied farming Visits PAU, GADVASU Says livestock has huge potential to double income Livestock has a huge potential to double farmers' income through improved efficiency of production, quality, food safety and economics, said the Hon' Punjab Chief Minister Captain Amarinder Singh on Tuesday. He was in the city to visit Punjab Agricultural University and Gum Angad Dev Veterinary and Animal Sciences University. He called for a roadmap for Livestock Revolution -2030 and stressed the need for trained human resource as well as continuous research and technology backup to achieve and sustain livestock revolution. Conceding a proposal put forth by Commissioner Agriculture to allow electricity to the livestock sector at rates on a par with the agriculture sector, the Hon' CM asked the PSPCL to examine this issue and come out with financial implications in this regard. The Hon' CM also asked the Department of Animal Husbandry to prepare an action plan to encourage farmers to shift from traditional to allied fanning, as they could get better returns from dairy, bee-keeping, goatry, piggery, fishery etc. He said food safety, quality and zoonotic issues should be made an integral part of livestock food production, processing and marketing network, besides adding value to livestock waste for better economics and saving environment. "It was the need of the hour to motivate group farmers into entrepreneurs, self-help groups and production companies for processing, value-addition and marketing," the Hon' CM said. He exhorted the Animal Husbandry Minister to ask his department to focus on extension services, so as to provide technologies and services at the doorstep of farmers, especially small and marginal ones. He suggested that a duster of 11-12 villages, along with 7,500 breedable bovines each, be adopted by the Departments of Animal Husbandry, Dairy Development, GADVASU and PAU. The Hon' CM inaugurated the state-of-the-art 'Multispecialty Veterinary Referral Hospital' at GADVASU. ■ The hospital will come up at a cost of 114.50 crore to provide world-class medical and surgical care to small animal patients, including dogs, cats, and other small animal domestic and wildlife species. It is the need of the hour to motivate group farmers into entrepreneurs, self help groups and production companies for processing, value-addition and marketing. CAPTAIN AMARINDER SINGH, Hon' Punjab Chief Minister For the development of fisheries sector, the CM suggested that the Fisheries Department, in sync with GADVASU, work out a plan to encourage fish farmers in southern Punjab to go for shrimp and pangas farming in a big way as it fetches more remunerative prices than traditional varieties of carp. The Hon' CM asked the Fisheries Department to procure good quality shrimp seed from Gujarat Andhra Pradesh and Puducherry as the water in the southern belt was brackish and conducive for this variety. He also asked the Fisheries Department to ensure the supply of certified shrimp seed, feed and marketing/processing support Advisor, Animal Husbandry Dr VK Taneja, suggested the establishment of 4-5 state-of-the-art rendering plants across the state for organised disposal of carcass. He also stressed on the need to start mobile OPD services to provide best diagnostic and treatment services at farmers' doorstep. Chief Minister asked PAU to focus on developing short duration varieties of paddy, water saving technologies for crop production and equally remunerative alter natives to water guzzling paddy crop. He also impressed upon the VC PAU to work on frontier technologies, viz. bio-technology, nano-technology, big data analysis and climate change, to improve the sustainability of state agriculture in future. Earlier, the CM also inaugurated a state-of-the-art `Multispecialty Veterinary Referral Hospital' at GADVASU at a cost of 14.50 crore to provide world-class medical and surgical care to small animal patients, including dogs, cats, and other small animal, domestic and wildlife species. Hon' CM Punjab, inaugurated State of the Art Advanced Multispeciality Veterinary Referral Hospital at GADVASU ans also called for tie up with world class companies for sexed semen to improve the quality of milch cattle in the state and at same time reduce the instances of stray cattle by ensuring the birth of only female calves and putting an end to abandoning male calves which become cause for road accidents.   3. A PSVOA delegation led by Dr Ashok Sharma and Dr Navdeep Singh Khinda met Hon'ble MAH and DAH to represent the issues faced by veterinary officers. Delegation was apprised of the following improvements: 1. Three day grass root level camps will cease. 2. Ambulance/Mobile van will be utilised better in extension services and present system will be stopped. 3. Efforts are being made to stop evening shift duties at polyclinics so as to provide uninterrupted services at CVHs by the doctors. 4. Full pay to new VOs and to decrease their probation period from 3 to 2 years was demanded. 5. A committee with Dr Ashok Sharma as a member is formed to curb the nuisance of private semen and to make the rules under Bovine Breeding Act. 6. Funds will be released soon to make block level milking competitions more viable. 7. Corpus fund or insurance provisions (tenders already called) for the animals that participate in BLMC to cover any mishappening at the event. 8. To ensure quality feed for the animals so that their health is not compromised, Animal husbandry department will try to play an important role under Livestock Feed Act.

  5. PSVOA had strongly taken up the matter of exemption of election duties with the concerned authorities. (copy of memo attached), On request of PSVOA, Hon' Dir AH took his personal interest to get all VOs exempted from election duty. we thank our hon' Dir AH and FC sahb for the same. (letter attached)
  6. A truck carrying unauthorized illegal semen was seized by Animal Husbandry dept. They were defrauding innocent by mis-labeling poor progeny semen as good quality semen and people were falling in their trap in hope of getting good quality semen. Dept has started seizing and taking legal action against all such practices. A three member committee has been constituted to pursue the case further ensuring maximum punishment to culprits and also ensuring that these people can be curbed.
  7. with continuous efforts of association, hon' minister AH B. S. Sidhu sahb have asked to prepare a file for full pay to newly recruited VOs with basic pay at par with medical officers and that they'll present the same to hon' CM for approval.
  8. Recently additional charges have been given to many. We thank AHD for covering all hospitals by giving additional charge to doctors and all doctors are admitted to providing best animal health care services across the state. we welcome the dept's decision to cover all/maximum villages under services of qualified doctors. At same time we request for immediate recruitment of new doctors and upgradation of cvds to CVHs so that we can better serve the innocent animals and help the farmers produce better. The dept is revising lists/orders so as to rationalize the multiple additional charges and work days. With above mentioned, we stumbled across social media platforms and received calls from whole state asking about targets, so we decided to write about the various clarifications that are confusing some of the doctors. but before going into targets, its worth mentioning that the doctors have 100% responsibility and liability of vaccination and work. Regarding AI and OPD targets, the target is of main station only, however the achievements will be aggregated from all the charges. When a VO heads/presides a CVH, VI of that station is relieved of his target as the complete incharge is now VO. (we'll discuss the incharge definition and roles some other day as it varies according to rules and how the dept interprets, the one cited here is as per interpretations of dept.). The target doesn't become double, triple or 6 fold as doctor with 6 additional charges, a doctor works for 30 days a month for 12 months. with 6 additional charges, the work doesn't become 30x6 days a month. There are no such rules (as deduced by some) that targets will be average of all, though in that case as well, it won't matter/make difference assuming station to station variations to minimal. In short OPD and AI targets will remain as they were of main hospital but with added responsibility and liability of vaccination and work.
  9. yesterday PSVOA met hon' FC sahb and put forward following demands : Full pay for all newly recruited VOs as given to MOs, Recruitment against vacant posts, re-organise additional charges given, one - time promotion for SVO/AD/DD, Provisions for stationary and registers required, Ambulance to be used as extension vehicle rather than ambulatory, Monthly block level camps instead of grass root camps twice weekly, decreasing straw rates and rationalizing among prices of other govt agencies, incentive based AI schemes for Buffalo, proper staff for evening shift of polyclinics, VIs to be provided for each CVH and reorganizing/recruiting staff for same, data entry operators for all teh. /block level institutes.
  10. The Dept. of animal husbandry and fisheries issued orders giving additional charges of vacant hospitals to 388 doctors with view to provide better facilities/animal health to all hospitals. PSVOA demanded recruitment against the vacant posts to provide even better animal healthcare across the state. Victory of Vets in Supreme Court on pay parity and DACP Honorable Supreme Court of India on 30th January 2018 while dismissing the leave petition filed by the Central Government endorsed the Delhi High Court decision of 2014 on providing the Dynamic Assured Career Progression (DACP) to the Veterinary Doctors working for the Central Government. This decision has brought hope and happiness to the lives of the Vets who have been demanding parity with the Medical services. This decision will also guide the Vets working with the respective State Governments to fast forward the demand of pay parity and DACP akin to the existing norms for the State Medical Services. Pashu Sandesh has always made an effort to empower our readers with the complete information on the concerned issues. Now we have compiled the complete chronology of the chain of events leading up to the landmark decision of the Honorable Supreme Court’s decision: The fifth central pay commission recommended the application of time bound promotion scheme called dynamic assured career progression (DACP) to the officers of central health services. At the same time, it also recommended that there should be complete parity between veterinary officers, general duty medical officers and dental doctors in terms of the pay scale and other career prospects. Through a notification dated 30 September 1997 the central government accepted the fifth central pay commissions recommendations and granted parity of pay scales at the entry level for veterinary officers. In tune with the recommendations of pay commission, the government also sanctioned nonpracticing allowance at 25% of basic pay to the veterinary officers through memo dated 15 April 1998 and 4 may 1999. Through memos dated 25 Jan 1999, 5 April 2002 and 25 August 2006, the central govt extended the benefit of DACP to medical and dental doctors. However, complete parity of pay scales, promotions and the benefits which were allowed to medical and dental doctors were not extended to veterinary officers. The denial of complete parity in pay scale and time-bound promotions to veterinary officers was brought to the notice of sixth central pay commission by the association of veterinary officers. The sixth central pay commission justified the principle of parity and recommended its continuation. The Government accepted the recommendations of Sixth CPC, but the veterinary officers were again denied the extension of DACP. Meanwhile the department of animal husbandry, dairying and fisheries agreed to extend the benefit of DACP to veterinary officers and sought the permission from the finance ministry for the same. In 2009 the finance ministry turned down the proposal of animal husbandry department, on the grounds that unlike for dental doctors the fifth CPC did not specifically recommend the extension of DACP to veterinary officers. In 2010 in response to an RTI filed by veterinary officers association, it was reviled that no specific recommendations for extension of DACP to dental doctors were made by the fifth central pay commission. Veterinarians appealed to the central administrative tribunal (CAT) for the application of DACP to veterinary officers. CAT rejected the application of veterinarians on the grounds that central pay commission recommended DACP only for medical and dental doctors. A review application was also filed in CAT which was also dismissed by the tribunal. Dr. Chandra Shekhar Sahukar challenged the orders of the administrative tribunal (CAT) in the high court of Delhi. The high court of Delhi in its judgment given on 14 October 2014 issued the directions to the central government to ensure that DACP is granted to the veterinary officers on the basis of central pay commissions recommendations. The central government filed a special leave petition in Supreme Court of India against the above judgment and order of Delhi high court. On 30 January 2017, the supreme court of India dismissed the special leave petition. This paved the way for DACP for veterinary officers working in central government services. The positive outcome of the long standing fight in the Honorable Supreme Court can be largely attributed to the relentless efforts of Delhi Veterinary Association, ITBP and other Central Government Vets most prominently Dr. Ranvir Singh Gahlawat along with Dr. Chandra Shekhar Sahukar who filed similar petitions. It is unfortunate that matters like this are not sorted out at the Departmental levels by the Governments and promote a sense of injustice which often need the intervention of the Courts making the process long and concerned parties wary. These things adversely affect the morale and lead to agitations which surely would be the case with the Vets working for the State Governments to speed up their demands of pay parity and DACP same as the other Medical Services.

Disclosing this, an official spokesman said that Mr. G. Vajralingam has been posted as the Additional Chief Secretary-cum-Financial Commissioner, Animal Husbandry, Fisheries and Dairy Development and in addition as Additional Chief Secretary Parliamentary Affairs.   22. PSVOA appealed to election commission for violation of exemption of VOs against election duty in distt Amritsar and Jallandhar. Attached : copy of letter
  23. PSVOA Punjab complained DC Barnala for registering a group of quacks under the societies act with name "Private Vet Practitioner Association". PSVOA taking serious note of the same not only has asked DC Barnala to revoke/cancel the registration but is also gearing up to fight this evil (quacks) to its roots. PSVOA Sri Muktsar Sahib has sent letter to Punjab Veterinary Council to take action against the quacks under IVC Act. Dr Amit Nain (member VCI), said that we'll not only curb this nuisance but will take strict action to make sure its not repeated in future and that he'll be taking up the matter with Punjab Vety council and the quacks to be dealt with the maximum extent of law. Dr. N.S. Khinda, President Pb. Vety. Council said that they've received the complaint and they're talking with council lawyers to book the quacks that were involved in this and set an example to put an end to any such future incidence.
