RVOA had a meeting with GADVASU and a decision was taken that GADVASU will arrange special one day training to fulfill the credit pts required for registration with PSVC. To make a database of those RVOs whose registration is due RVOA required a self attested registration certificate from all RVOs. The Dept exam that was to be conducted by Personnel Dept, Punjab,, will now be held in second half of july. Any official date though has still not been declared. But it certainly gave some extra time to prepare.

Following are some recent developments related to our demands: 1. Regarding directorate, at first step one officer at head office and one each at division level will be called on deputation from AH dept. 2. A file to place 22 nodal officer at district level to coordinate working of CVHs is ready for approval. 3. Proposal for separate setup for AI and Vaccination is submitted to Dir RD. 4. As RVOA feels that OPD fee @ 10 is not justified when RMOs are still charging @ Rs 1. So a memo regarding this was given to Dir RD. 5. Proposal for a meeting of AH, RD and RVOA is ready for the discussion to get the due share of 582 CVHs from the common resources. 6. A proposal for usage of purchee fee collected by CVHs to uplift the condition of hospitals has been submitted. 7. PRANs alloted to RVOs of many districts. Others will get within this month. Most of these files are on the table of Dir RD for his final approval but delay is due to fact that at present this post is vacant due to transfer of director by election commission. Hon' Dir RD today released the list of state and distt level officials who can check our hospitals. This clearly mentions officials who are competent and allowed. Next time any other dept. official or any other official vsits ZP/RD CVHs, show them this letter. For Annual increment to be applicable, probation of the employee should be clear (with appropriate clearance certificate and the same registered on service book.) [Those few distts that already got are just plain lucky]. For probation clearance the employee should fulfill following : 1. Probation Term (2 years currently) 2. NOC ( during probation from employer,, not actual NOC cert but the record should be clean with no objection from employer or less work done mentioned in ACR) 3. Dept. Exam. ( conducted by personal dept. ) NOTE : Dept exam is not responsibility of dept to give but employee's sole responsibility to take,, just like 10th n 10+2 exam,, its not education board's responsibility to ask/tell each student personally by sending letters at home but its students responsibility to appear and pass as per dates notified and students themself needs to send form for registration. As we were new to the newly made setup, we missed. BUT we've now convinced Personal dept. for the same and all preparations had been done, (doctors lists sent, syllabus acknowledged, requested for exam). We'll soon be getting dates for the same. and even preparations are going on for training before exam. So Docs,, start preparing. Best of Luck.

Hon' Dir. RD issued letters to all ZP stating that DTO and DDO registration has been done for CPF. All ZPs to now submit form S-1 filled by doctors for PRAN allotment. Attached : Copy of letter

This turned out to be mis-interpreted news with false title. Dir. RD office has no file or process started neither any knowledge of the same. This was supposed to be about PCMS quota to RMOs but mis-interpreted by newspaper.

Yesterday evening Dr Khinda along with Dr Puneet and Dr Nitin met Dir RD for still slow pace of working at head office and ZPs. After discussion Dir. agreed to set up ''Health Services Cell'' separate from ETT branch for RVOs and RMOs. At the same time he directed to write to AH and Health department to transfer needed clerical staff to RD department. A uniform seniority criteria was also demanded to which Dir said a uniform and most acceptable criteria ll be decided after discussions in the meeting scheduled on 28th January. - Dr NS Khinda President RVOA

Proceedings of meeting with director rd. Dir was very convinced and supported our demands. 1. Directorate-proposal will be drafted by RD dept and put frwd to CM for further directions. 2. To solve all establishment matters like ACRs, increments, pran accounts and probation scenario, a meeting of dir with all ADCs is fixed on 28th Jan. 3.Jurisdiction of 582 CVHs will be fixed as per 2006. 4. A letter from dir office will be sent to all ZPs stating uniform salary structure.
