All RVOs are directed to wait or ask ZP for instructions about attendance of staff when they re-join duty after their strike. As RVOs are not the appointing authority and have no power to re-join or mark them present after prolonged absence. If your distt. have issued any guidlines/circular regarding attandance of Vety Pharmacist or Class iv, then do follow that like in distt. Muktsar its told by Hon' ADC to mark them absent and send report daily. If not specified by ZP then mark a dot and write a remark on the report stating that " Being on strike respective employee {write name} has not been present on duty since {write date} " So that there's uniformity across Punjab.

As per ongoing zone-wise meetings by Dr. Khinda, 14 distt.s have made it clear that they have same views with regard to future strategy. 14 distt.s across Punjab have declared boycott against AH and are demanding saparate directorate. few distt.s that are left are scheduled for meetings. So far all (100%) distt.s where meetings have been held have same strong opinion. At a glance : 1. Separate Directorate. 2. All ZP hospitals should be taken back from AH and RVOs to b posted there. 3. BDPO has no authorization to check RVOs and will not even be tolerated anymore. 4. Dr. Khinda has made it clear that no RVO across Punjab is alone and there'll be no more "Solve at Distt. Level'. If anyone messes with any innocent RVO, he's messing with the whole PRVOA. 5. ਅਚਨਚੇਤੀ ਛੁੱਟੀ.. ਛੁੱਟੀਆਂ ਸਬੰਧੀ ਪੂਰਨ ਜਾਣਕਾਰੀ ਨਿਯਮ 8.60 ਅਨੁਸਾਰ ਅਚਨਚੇਤ ਛੁੱਟੀ ਨੂੰ ਨਿਯਮਾਂ ਅਧੀਨ ਬਣਦੀ ਛੁੱਟੀ ਨਹੀਂ ਸਮਝਿਆ ਜਾਂਦਾ ਅਤੇ ਇਸ ਲਈ ਇਸ ਛੁੱਟੀ ਦੇ ਵੱਖਰੇ ਨਿਯਮ ਨਿਰਧਾਰਿਤ ਕੀਤੇ ਗਏ ਹਨ ਜਿਹੜੇ ਕਿ ਸੀ.ਐਸ.ਆਰ. ਭਾਗ-1 ਦੀ ਜਿਲਦ-2 ਅਨੁਲੱਗ 17 ਵਿਚ ਦਰਜ ਹਨ। ਇਨ੍ਹਾਂ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਹਰ ਮੁਲਾਜ਼ਮ ਨੂੰ ਨਿਮਨ-ਲਿਖਤ ਹਿਸਾਬ ਨਾਲ ਅਚਨਚੇਤ ਛੁੱਟੀ ਮਿਲ ਸਕਦੀ ਹੈ। 10 ਸਾਲ ਜਾਂ ਇਸ ਤੋਂ ਘੱਟ ਸੇਵਾ ਹੋਣ ਤੇ – 10 ਦਿਨ 10 ਸਾਲ ਤੋਂ ਵਧ ਪਰ 20 ਸਾਲ ਤੋਂ ਘੱਟ ਸੇਵਾ ਹੋਣ ਤੇ – 15 ਦਿਨ 20 ਸਾਲ ਤੋਂ ਵਧ ਸੇਵਾ ਹੋਣ ਤੇ – 20 ਦਿਨ ਨੋ 1986 ਤੋਂ ਲਾਗੂ ਸੇਵਾ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਇਸਤਰੀ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਆਪਣੀ ਸੇਵਾ ਦੇ ਪਹਿਲੇ ਵਰ੍ਹੇ ਤੋਂ ਹੀ 20 ਇਤਫਾਕੀਆ ਛੁੱਟੀਆਂ ਦੇਣ ਦੀ ਵਿਵਸਥਾ ਕਰ ਦਿੱਤੀ ਹੈ। ਇਸ ਛੁੱਟੀ ਦਾ ਖਾਤਾ ਹਰ ਸਾਲ ਪਹਿਲੀ ਜਨਵਰੀ ਤੋਂ 31 ਦਸੰਬਰ ਤੱਕ ਭਾਵ ਕੈਲੰਡਰ ਵਰ੍ਹੇ ਦੇ ਆਧਾਰ ’ਤੇ ਰੱਖਿਆ ਜਾਂਦਾ ਹੈ। ਇਸ ਤਰ੍ਹਾਂ ਸਾਲ ਦੌਰਾਨ ਕਿਸੇ ਸਮੇਂ ਵੀ ਨਿਯੁਕਤ ਹੋਏ ਮੁਲਾਜ਼ਮ ਨੂੰ ਪਹਿਲੇ ਸਾਲ ਦੇ ਅੰਦਰ 10 ਛੁੱਟੀਆਂ ਮਿਲ ਸਕਦੀਆਂ ਹਨ। ਜਦੋਂ ਕਿਸੇ ਮੁਲਾਜ਼ਮ ਦੀ ਸੇਵਾ 10 ਜਾਂ 20 ਸਾਲ ਦੀ ਹੋ ਜਾਂਦੀ ਹੈ ਤਾਂ ਉਸ ਨੂੰ ਸਾਲ ਦੇ ਬਾਕੀ ਬਚਦੇ ਸਮੇਂ ਦੌਰਾਨ ਕ੍ਰਮਵਾਰ 15 ਜਾਂ 20 ਛੁੱਟੀਆਂ ਮਿਲ ਸਕਦੀਆਂ ਹਨ। ਉਦਾਹਰਣ ਵਜੋਂ ਜੇ ਕਿਸੇ ਮੁਲਾਜ਼ਮ ਦੀ ਸੇਵਾ 30 ਅਪ੍ਰੈਲ ਨੂੰ 10 ਸਾਲ ਦੀ ਹੁੰਦੀ ਹੈ ਤਾਂ ਉਹ 30 ਅਪ੍ਰੈਲ ਤੱਕ ਤਾਂ 10 ਛੁੱਟੀਆਂ ਹੀ ਲੈ ਸਕਦਾ ਹੈ ਪਰ ਇਸ ਤੋਂ ਬਾਅਦ ਉਹ ਉਸ ਸਾਲ ਦੌਰਾਨ 15 ਛੁੱਟੀਆਂ ਪੂਰੀਆਂ ਕਰ ਸਕਦਾ ਹੈ। ਸਾਲ ਖਤਮ ਹੋਣ ਤੇ ਬਾਕੀ ਬਚਦੀਆਂ ਛੁੱਟੀਆਂ ਵੀ ਖਿਤਮ ਹੋ ਜਾਂਦੀਆਂ ਹਨ। ਭਾਵ ਇਹ ਛੁੱਟੀਆਂ ਜਮ੍ਹਾ ਨਹੀਂ ਹੁੰਦੀਆਂ। ਇਨ੍ਹਾਂ ਛੁੱਟੀਆਂ ਲਈ ਸੇਵਾ ਦੀ ਲੰਬਾਈ ਨਿਯਮ 8.116 ਅਨੁਸਾਰ ਗਿਣੀ ਜਾਂਦੀ ਹੈ। ਇਸ ਲਈ ਲਗਾਤਾਰ ਐਡਹਾਕ ਸੇਵਾ ਵੀ ਇਸ ਮੰਤਵ ਲਈ ਗਿਣੀ ਜਾ ਸਕਦੀ ਹੈ। ਉਦਾਹਰਣ ਵਜੋਂ ਜੇਕਰ ਇਕ ਮੁਲਾਜ਼ਮ ਦੀ ਲਗਾਤਾਰ ਐਡਹਾਕ ਸੇਵਾ 4 ਸਾਲ ਦੀ ਹੈ ਤਾਂ ਉਸ ਤੋਂ ਅਗਾਂਹ ਬਿਨਾਂ ਕਿਸੇ ਬਰੇਕ ਦੇ ਉਸਦੀ 6 ਸਾਲ ਤੋਂ ਵਧ ਰੈਗੂਲਰ ਸੇਵਾ ਹੋ ਜਾਣ ਨਾਲ ਉਹ 15 ਅਚਨਚੇਤ ਛੁੱਟੀਆਂ ਦਾ ਅਧਿਕਾਰੀ ਹੋ ਜਾਂਦਾ ਹੈ। ਹੋਰ ਛੁੱਟੀਆਂ ਸਮੇਤ ਐਤਵਾਰਾਂ ਨੂੰ ਸ਼ਾਮਲ ਕਰਕੇ ਅਚਨਚੇਤ ਛੁੱਟੀ ਦਾ ਇਸ ਵਾਰ ਦਾ ਵਧ ਤੋਂ ਵਧ ਕੁਲ ਸਮਾਂ 16 ਦਿਨ ਹੋ ਸਕਦਾ ਹੈ। ਇਸ ਤਰ੍ਹਾਂ ਇਕ ਸਮੇਂ ਤੇ ਇਹ ਛੁੱਟੀ 14 ਦਿਨ ਤੋਂ ਵਧ ਨਹੀਂ ਲਈ ਜਾ ਸਕਦੀ। ਕਿਉਕਿ ਵਿਚਕਾਰ ਘੱਟ ਤੋਂ ਘੱਟ ਦੋ ਐਤਵਾਰ ਜ਼ਰੂਰ ਆ ਜਾਣੇ ਹਨ ਅਤੇ ਇਸ ਤਰ੍ਹਾਂ ਕੁੱਲ 16 ਦਿਨ ਬਣ ਜਾਣੇ ਹਨ। ਇਹ ਛੁੱਟੀ ਏਸੇ ਕਾਰਨ ਹੀ ਲੰਬੀ ਵਕੇਸ਼ਨ ਦੇ ਅੱਗੇ ਜਾਂ ਪਿਛੇ ਨਹੀਂ ਲੱਗ ਸਕਦੀ ਪਰ 10 ਦਿਨ ਜਾਂ ਇਸ ਤੋਂ ਘੱਟ ਸਮੇਂ ਦੀ ਵਕੇਸ਼ਨ ਜਿਵੇਂ ਕਿ Winter Break ਜਾਂ Harvest Break ਨਾਲ ਇਹ ਛੁੱਟੀ ਲਈ ਜਾ ਸਕਦੀ ਹੈ ਇਕ ਪਾਸੇ ਵੀ ਅਤੇ ਦੋਵੇਂ ਪਾਸੇ ਵੀ। ਅਚਨਚੇਤ ਛੁੱਟੀ ਸਦਾ ਪੂਰੀ ਤਨਖਾਹ ’ਤੇ ਹੀ ਮਿਲਦੀ ਹੈ, ਇਸ ਨੂੰ ਅੱਧੀ ਤਨਖਾਹ ’ਤੇ ਮਨਜ਼ੂਰ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ। ਏਸੇ ਅਨੁਲੱਗ ਦੇ ਕ੍ਰਮਅੰਕ-4 ਦੇ ਨੋਟ 2 ਅਨੁਸਾਰ ਇਹ ਵੀ ਵਿਵਸਥਾ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਜੇਕਰ ਕਿਸੇ ਮੁਲਾਜ਼ਮ ਨੂੰ ਹਲਕੇ ਹੋਏ ਜਾਨਵਰ ਨੇ ਕੱਟਿਆ ਹੋਵੇ ਅਤੇ ਉਸ ਨੂੰ ਕਿਸੇ ਹਲਕਾ ਵਿਰੋਧੀ ਸੈਂਟਰ ਅਥਵਾ ਸੰਸਥਾ ਵਿਚ ਇਲਾਜ ਕਰਾਉਣ ਲਈ 16 ਦਿਨ ਦੀ ਅਚਨਚੇਤ ਛੁੱਟੀ ਦਿੱਤੀ ਜਾ ਸਕਦੀ ਹੈ ਜਿਹੜੀ ਸੇਵਾ ਪੱਤਰੀ ਦੇ ਹਿਸਾਬ ਵਿਚ ਦਰਜ ਨਹੀਂ ਹੋਵੇਗੀ। ਪਰ ਜੇਕਰ ਉਸ ਮੁਲਾਜ਼ਮ ਦੀ ਥਾਂ ਕੋਈ ਨਿਯੁਕਤੀ ਨਾ ਕੀਤੀ ਜਾਵੇ ਤਾਂ ਸਮੁੱਚੇ ਮਹੀਨੇ ਦੀ ਛੁੱਟੀ ਨੂੰ ਹੀ ਸਪੈਸ਼ਲ ਅਚਨਚੇਤ ਛੁੱਟੀ ਸਮਝਿਆ ਜਾਵੇਗਾ

Malwa Zone meetings headed by Dr. Navdeep Khinda, Dr. Jiwan Gupta and Dr. Amit Nain held today in Malwa Zone. Copy of Press Notes and Meeting Proceedings are attached below. And as fact, Distt. Muktsar has already boycott the AH dept. since last 3 months. We're not sending them the OPD details, Attendance (never given till date, not even in contract period), not attended any of their meetings, never done anything that DDAH or SVO or so said telephonically or by written or directly verbally. AH and RD are two different departments and the same has already been ruled by Punjab and Haryana High Court, Chandigarh. So all RVOS should bear in mind this. DDAH is of AH Dept. and has no jurisdiction over ZP/RD. Hon' ADC(D) is our functional and administrative Boss and is solely responsible for our ACRs. AH has no role to play in ACRs. As per the meetings held today, 1. RVOs to boycott at extra-deptartmental work (Includes AH ). We'll do only whats asked by ADC and will report the same to him (ADC only). No reporting to AH Dept. except AI. And soon AI also to be brought under RD/ZP. If AH wants us to work for them,, merge us. 2. There'll be no more "Deal at distt. level", State body will stand by each and every distt,, each and every RVO. (the way it should be and always could've been). 3. The main and only demand now will be separate directorate. 4. Association will strongly oppose checkings by BDPOs as they're class B /Class II officers compared to RVOs (Class A/ Class I officers). Infact the RVOA association has taken successful steps and stopped this in 4-5 distt.s. Today Veterinary Inspectors did something extraordinary which RVOs were thinking since long but didn't quite do. Vety Inspectors. (AH Dept.) in a written statement to Dir. and a press note declared that they will not do anything/provide any services in hospitals that belong to ZP/RD. Its not their Dept. and they will not even work for it. As per recent advance of events, 1. AH Dept. decided to do vaccination in clusters. 2. AHD made lists of villages and appointed VOs and RVOs to those villages for vaccination. In these clusters, each RVO also had villages/dispensaries that originally are maintained and administered by AH but then the responsibility of these villages and dispensaries were given to RVOs. 3. RVOs in some distt.s protested against the same to DDAHs that RVOs has no administration otherwise in those areas, so either gave full administration of that area (VI should report via RVO etc.) or AH take responsibility of vaccination as well. but then as association made no clear view on the same and gave no directions what-so-ever, they then surrendered to AH and agreed to vaccinate in stations/villages with working(VI appointed with main charge of station) dispensaries of AH. 4. At same time Veterinary Pharmacists working under ZP/RD denied FMD vaccination as per their ongoing strike and on demand of RVOs, DDAHs directed VIs to vaccinate stations/villages that fall under ZP/RD. 5. And today, taking a giant leap, VIs showed no fear (and we salute them for the same.) declared that they won't provide any services in stations that come under ZP/RD. Not only this, they won't do any extra-curricular activity like census. Attached : Newspaper cutting : Jag Bani (All Punjab Edition) Everybody is entitled to his/her own views, and in My Personal Opinion, If RVOs wanted their own directorate or even Merging with AH, this is what that should've done a long long ago which could've forced the officials to either create a new directorate with all facilities like semen straws, vaccine etc in ZP/RD itself /// or atleast merging with AH so that all services and functioning went smoothly. And i personally, repeatedly, over the time recommended such action but there were obvious different opinions among RVOs in different Distt.s. Its worth nothing here that VI association/Union is one of the strongest associations/unions in Punjab. In last 3 years they achieved following : 1. their pay scale doubled. 2. their designation changed from VP to VI and their certified course changed to diploma and renamed to DVSC & AH. 3. Starting of promotion channel. (already started and promoted). 4. created new posts at teh. and distt. level. 5. over 400 regular posts already filled/appointed and 250+ to be recruited soon. And one thing in particular. Even if 1 VI is having any personal problem, the whole state stands by him to support disregard of he may be right or wrong. and this is what makes them strong. Think over it RVOs... (instead of, "deal at Distt. level" )

This marks a black day in history of Punjab. Either the lawyer didn't presented the case as it should've been or the hon' judge overlooked the fact that both possess same basic qualification and do the same job. only difference is that one is in rural area.
