May this year complete all our bucket list and shape towards the year of establishment of our directorate, a part of which we've already achieved. Hon' Dir RD has instructed/ordered Dir AH that now on Dr. Nitin Gautam (Coordinator HQ) will handle all matters like vaccination etc and instead of writing/approaching ADCs/DCs, AH will coordinate with Dr. Nitin Gautam (Coordinator HQ/ our equivalent of Dir AH). Attached : Copy of letter

Today RVOA gave a strong representation to Dir RD about lack of cold chain, undue interference of FC/Dir AH in matters of RVOs via DC/ADC (D).Dir took serious note about it and direct Dr Nitin to prepare the official proceedings about it so that letters can be written to FC/Dir AH to stop undue interference and provide cold chain facilities for vaccination. - Dr NS Khinda President RVOA.

VOs confirmed complete boycott of national championship coming up in January. They did contacted RVOs (President RVOA Punjab and also Muktsar), to participate with them in boycott and rally to be held on 25th dec. But learning a lesson from the past , we denied to be with them and rather to protest individually as we know that sooner or later they'll cave in and will participate in the championship, ending the boycott. Proceedings of state body meeting of RVOA held on 08-12-13 presided over by Dr. N.S. Khinda. > Distt wise Review of ongoing boycott with AH Dept done. > Following decisions were taken unanimously: 1. FMD Vaccine: Considering farmers' interest it was decided that FMD vaccination will be done. But vaccine will be obtained/ lifted through ZP/ADC only. A RVO may be appointed as nodal officer if needed, to coordinate between RVOs, ZP and AH Dept. Further Reporting, checking and post vaccination sampling will also be done through nodal officer/ ZP/ADC only. No direct communication between RVOs and AH will be there. 2. Cold chain: A memorandum regarding absence of cold chain facility at CVHs will be given to ADCs at distt. level highlighting the demand for the same. 3. AI Boycott: We ll continue our previous stand of full non cooperation with AH dept. 4. A committee comprising Dr parampal, Dr naresh, Dr vipin, Dr mukesh and Dr nitin will plan a proposal regarding independent setup for AI and Vaccines in RD dept so that state executive can put forward it in next meeting with Dir RD. 5.OPD Purchee Fee: It was decided that all districts will continue OPD fee @ Rs 2 until proper letters of fee revision from HQ RD are not received. Where fee has already been revised to Rs. 10, ADC may be requested to postpone the fee hike. 6. VCI elections: For upcoming VCI elections, name of Dr. Amit Nain was proposed and accepted by the members present. State body meeting held today at Ludhiana and various matters were discussed including future plan of action. AI boycott stands as such till RD comes up with arrangements. RD has asked RVOA to come up with a policy that can be approved and finalized by RD. A committee consisting of Dr. Parampal Brar, Dr. Vipin Brar, Dr. Nitin Gautam, Dr, Mukesh Gupta and Dr. Naresh Mangla has been established to come up with the same. Regarding Vaccine, committee consisting of Dr. Parampal Brar, Dr. Vipin Brar, Dr. Nitin Gautam, and Dr. Naresh Mangla to plan out the same. Regarding OPD fee, No distt. to increase until declared by FC RD. the file has been marked to FC RD by Dir. RD for the same and all RVOs are requested to wait for Hon' FC to take the decision. With Dr. Nitin Gautam as Co-Ordinator RVO HQ, many things that were pending till date has been put into motion like departmental exam, probation, salary uniformity across Punjab etc. PS : We'd like to specially mention that Dr. Nitin Gautam is no longer an RVO and is no longer posted at any CVH and is not merely doing/helping any clerical processes/work,, He has been appointed permanently at HQ RD with a designated post with designated staff.

All details mentioned are based on facts as proof (written),, Dir AH / AH dept. says that they control us/ have administrative control as RD gave the same to them under a clause in contract. And they just ignored the fact that contract ended in 2011 and we're no longer bound/under that contract since May 2011. And infact there's a notification/letter from Governor mentioning that the previous contract and rules will no longer be applicable to us and we'd be under the new service rules. Although the copy of the same has been sent to AH by Governor in 2011 itself but AH had just turned blind on that or has tried to play smart thinking RVOs to be as dumb as them.

With persuasion of RVOA, GADVASU has faxed the letters regarding ALUMUNI MEET (scheduled on 29 November) to all ZPs.Please contact your ZP so that effective presence of RVOs can be ensured at GADVASU. Dr NS Khinda President RVOA.

Marking the next step of movement/agitation RVOA delegation consisting of Dr. Parampal Brar, Dr. Vipin Brar, Dr. Amandeep, and Dr. Ramandeep Brar today met Hon' CM at his residence at badal regarding our demand of separate directorate and gave him the momentum. Hon' CM asked Hon' Principal secy. KJS Cheema ji to look into the matterbut surprisingly Cheema Sahib already had knowledge of our demand, and on knowing/hearing Cheema sahib's words, CM assured us that our demand will be fulfilled. Deputy Director RD (HQ) sent letters to all ADCs to send seniority list of all RVOs/RMOs so that nodal officers at distt. level can be appointed that will the co-ordinate work of all RVOs./RMOs, apart from that 2 RVOs will be appointed at state level at RD HQ.
