Notification follow-up, letter sent to governor As we're already aware of 2-way process as discussed earlier, one of the letters, for rolling over changes made to PCS act, has been cleared by legal Dept. and is forwarded to Governor for final notification and issuing an ordinance. As its the last step in the process of notification, We'd like to formally congratulate everyone with special to all those in the scene of making it possible. Ole !!

  3. While our main focus at the time is on our salary, service rules, promotion channel and NPA, but still we've a long journey ahead. And one of our long term concerns are quacks and especially when AH is promoting the same. The newly recruited AI workers have been given AI cylinders and powers to treat any animal.   4. As there was confusion among the doctors about the process, we'd like to clarify/enlighten this up. As we've already discussed earlier that CM has already signed the notification letter, and it'll reach the RD within a week. This letter is for our exemption from the act (PCS Act amended) and not about rolling over the act. The Pb. Govt. however had already taken decision to roll over the changes made in the said Act but even if its not done, its not gonna affect us in any way as we're already exempted from this Act and this letter signed by CM is in Legal Dept. and will then be forwarded to Hon' Governor before finally being notified to RD. On the other hand the Act when rolled over ( they'll either pass an ordinance to temporarily roll over until its permanent in Assembly meeting or may even directly proceed to permanently doing it but in that case it needs an assemble meeting , as & when it happens), will do the same, not only for doctors but also for all other employees in various dept.s that were affected by the Act. So whichever happens first, is gonna bring "Big Smiles" / ":D" Adding to above an RVO-RMO delegation under leadership of Dr. Jiwan Gupta and Dr. Bajwa met CS at Chd. today, and he assured that notification will be done as soon as possible without further delays.

We'd also like to mention here that recently 4 hi-tech state of the art 'pashu mandi' with hi-tech hospitals inaugurated in Punjab and all are under RD, and even the officer-in-charge is RVO (not VO or anyone from AH, but due to dying efforts and appeals by AH that RVOs are not regularized yet(at that time) officer-in-charge was changed temporarily to VO till further notice). This is future, This is RD. Who wants to be in fading AH dept. when we're getting everything and more than AH in RD.
  6. The PPSC posts for recruitment of 125 VOs that were advertised few months back, withheld due to legal notice sent by candidates that were selected at time of 'Ravi Sidhu'. These candidates had been fighting their case since then, (about 10 years). [ Although we're certain that everyone is aware of 'Ravi Sidhu case' but for those who don't, In 2001 VO posts were advertised and the selection procedure was carried out and list of selected candidates was displayed. The recruitment was done but then due to 'Ravi Sidhu Case' (former PPSC chairman) all the recently appointed officers in various departments including animal husbandry and fisheries were then denied. Those are all fighting for their already claimed posts since then. ] But sadly We've now received some news that few doctors shocked by this are trying to disrupt the current ongoing regularization process and had even threatened to file case against our regularization in RD. (what grounds - God knows). If this is true then without naming anyone in particular, we're amazed that how selfish one could be to do so. They are following a policy that if they can't get into AH, They won't even let anyone get regularized in RD. (Never gonna happen). For a single post in AH, filing a case against (487rvo + 1200rmo approx.) posts of RD. and for what ,, just a false ego as the pay scale and everything is same in both departments as the post is same with only difference in name and department. So what if 125 posts in AH are cancelled/withheld, we've already got regularized with full pay scale and allowances. Who cares about AH posts. This information has been released in public interest to make all doctors aware of ongoing events. We'd also like to mention here that....
  7. CM today at Chd. assured RVO delegation led by Dr. Jiwan Gupta & Dr. Jagjit Bajwa that notification will be released within a week.
  8. Yesterday an RVO delegation under leadership of Dr. GP (Ropar) met Sec. Personal about delay of our notification,. He told the delegation that Cabinet passed the proposal of exemption of Doctors from PCS act on 7 june 2011. file is now with legal cell of Govt. for some clarifications and notification may take some more days.
  9. The most awaited notification has been signed by CM and will be effective as soon as an ordinance be passed to roll over the PCS act (amended). Our reliable sources said it'll be done within the next week. So congrats everybody. The Zila Parishad issued Refrigerators, Almiras, Revolving chairs, other chairs, tables, crush, sheds (wherever required), towels, buckets, mugs, 100 feet rope and pipe, electricians for required hospitals, and further funds for renovation of any kind in Distt. Mansa for every CVH in distt. under ZP with RVOs. Remarkably few hospitals already had refrigerators and they were not given new. We congratulats all RVOs of Distt. mansa and appeal others to quote this in their distt. and get theirs. You are all most welcomed to confirm from your batch mates/ friends in Mansa. Best of luck.

  12. Yup confirmed. It says following ,, 'as is',, " The Administration has adopted the New Defined Contributory Pension Scheme (by an amendment in Punjab Civil Services Rules) in respect to the new entrants. The scheme will be applicable to all government employees who joined service on or after January 1, 2004. The scheme will work on defined contribution basis and will have two tiers - Tier I and II. Employees will have to make mandatory contribution to Tier I, whereas Tier II will be optional and at the discretion of the employee. As per the scheme, all employees will have to make a contribution of 10 per cent of their basic plus DA and an equal contribution would be made by the government. The contribution made in Tier I will be non-withdrawable while Tier II will be kept in a separate account that can be withdrawn at the discretion of the employee and no contribution will be made by the government to the Tier II account. Recoveries towards Tier I contribution will start one month after the joining date of the employee. A central record keeping agency will implement the scheme. A government employee who has a Tier I account will have to invest 40 per cent of the pension wealth to purchase an annuity from an IRDA regulated life insurance company after attaining the retirement age, which will provide for pension for the lifetime of the employee and his dependent parents/spouse. In case the employee leaves the scheme before attaining the retirement age, the mandatory annuitisation would be 80 per cent of the pension wealth. The scheme of voluntary contributions under Tier II will not be made operative during the period of interim arrangement and therefore, no recoveries will be made from salaries of the employees on this account. "
  13. @ Dr. Puneet : Thank you for corrections. The source i looked up at quoted the above. 10% of (Basic+DA) instead of 10% of (Basic + grade pay)

PAY SCALE : Rs. 15600-39100 +5400 Grade Pay (Revised Pay Scale) + 51% DA + 10-15% HRA(city) or 8% RAA(rural) + 5% RFA + 500 Med.A + 500 (m.A) + 25% (of basic) NPA ((as n when applicable) currently unavailable ) Apart from above a few were announced but not implemented yet like convenience allowance. NOTE : ( HRA is not applicable in RVOs for time being and instead RAA will be given ) In short basic salary + 64-67(65)% in allowances + Rs 1000 Starting salary (basic, incl. grade pay) - 21000 with increments at 4,9,14 yr of service apart from annual increments and max upto 44500 Starting Salary In hand : 35650 and 40900 (with NPA) with max. of 84550 (incl. NPA) . +/- If any other allowances introduced by Govt. [ Standard CPF and Advanced Tax (not TDS) deductions to above apply] Apart from above Contributory Pension (CPF) will be available. As per the scheme, all employees will have to make a contribution of 10 per cent of their basic plus DA and an equal contribution would be made by the Govt. DA - Dearness Allowance HRA - House Rent Allowance (city) RAA - Rural Area Allowance (rural) RFA - Rent Free Allowance Med.A - Medical allowance ma - mobile allowance

  17. Salary matter was discussed in Cabinet meeting PCS Act waived off from RVOs We've confirmed from our very reliable sources that the salary matter was put up in cabinet meeting today. Copy of cabinet proceedings will be available by tomorrow evening. And its also worth mentioning here that CM S. Parkash Singh Badal did not presided the cabinet meeting and rather Sukhbir badal did. We've received confirmation regarding of PCS act waive off from RVOs. Notification will be done in 2 days. Congrats everybody. * * Special thanks to Dr. N.S. Khinda and Dr. Jiwan Gupta for their unmatched valuable contribution.
  18. An RVO delegation today met RD minister and he assured the same again that it'll be done in the coming Cabinet Meeting.
