PSVOA has taken stand and serious notice against all unethical treatment and use of title "Doctor" and indiscriminate use of antibiotics in name of treatment by VIs. A letter regarding above has been sent to Hon' CM Punjab to take strong action and measures to stop and prevent the same. Vets from all over the state stated that it is need of the hour and association should go through with it all the way. Today a delegation led by Dr.Ashok Sharma along with Dr.Navdeep Singh Khinda had an official meeting with honourable Minister AH and apprised him of slow development by department about various demands of PSVOA. Minister saab assured the delegation that Probation clearance of Merged VOs will be dealt with priority. He asked to put this issue in agenda for the meeting with FC(AH) and asked for a telephonic talk regarding the same with FC(AH). Cases for PG increments, Service rules amendments, Conveyance allowance, NPA calculation will be discussed with other concerned departments. Minister saab also agreed to close the case regarding old balance of broken/plug out straws. Difficulties in rotation duties of VOs in polyclinics and on Ambulance were discussed in detail. Minister saab gave orders to appoint one doctor permanently for polyclinic and ambulance. Also he has assured that under no circumstance Indian Vety Council Act will be violated. A review meeting of above decisions will be done after one month.

Punjab Govt today issued a notification through Personnel Dept by virtue of which all employees (including Newly appointed Vets in Animal Husbandry Dept) whose selection procedure started prior to 15th Jan 2015 like job advertisement was published and selection has been done, will get full salary irrespective of date of appointment and joining. New VOs has been appointed and sent for training at Patiala. Actual posting will be after training. Chandigarh, August 12, 2015: Gulzar Singh Ranike, Animal Husbandry, Dairy Development and Fishery Minister Punjab today handed over appointment letter to 84 newly recruited Veterinary Officers at a function held at Kisan Bhawan. Disclosing this official spokesperson said that the Minister exhorted the newly appointed Officers to work with sincerity and dedication. He said that the station to these Vet Officers would be allotted after they complete seven weeks departmental training including two weeks training at Mahatma Gandhi State institute of Public Administration, Chandigarh. Dr. H.S. Sandha, Director, Animal Husbandry Department welcomed the Veterinary Officers into the Department. He expressed hope that live stock farmers would be immensely benefited with the technological and professional excellence of these Veterinary Officers. PSVOA has made it very clear that harassing or chargesheet of VOs for straws will not be tolerated especially when dept. admits the fact that more fees has already been deposited by staff that actual due. Dept should focus more on their routine work including probation clearance of all newly merged VOs especially when their probation period is clear, full record has been transferred to AH and the dept exam is also clear. If Govt fails to provide an immediate solution, we might be forced to take harsh steps - Dr. Khinda.

Yesterday, Hon'ble AH Minister called a panel meeting in which Addln. Chief Secretary (FCAH), Director AH and PSVOA delegation led by Dr Ashok Sharma along with Dr NS Khinda and others participated. Minister Saab gave prompt instructions so that demands of PSVOA can be met. Following were the mainly discussed points: 1. Probation clearance, DACP and Pending CPF of newly merged VOs: Minister saab gave instructions to clear probation as soon as possible. A letter will be sent to RD asking for criteria followed for probation clearance of RMOs, DACP and pending CPF and according to the same this case will be followed. Later in response, Director AH appointed Dr Nitin Gautam to follow all cases related to merged VOs so as to hasten the process. 2. Amendments in New Service Rules: Desired amendments regarding promotion policy in new service rules as demanded by PSVOA were agreed upon by the Minister Saab. A file with desired amendments has been sent to the Govt. for further necessary action. 3. PG Demands: PSVOA strongly demanded that as per the parity given by various courts and supreme court with medicos, PG increments on health deptt basis should be given to all PG VOs. Secondly, the qualification for specialist posts should be M.V.Sc. and also promotion channel from specialist to DDAH should be there. Minister Saab assured to discuss the matter with ACS. 4. Semen straws: PSVOA demanded that there should be atleast 3% breakage (as recommended by departmental committee). Dr Sharma informed that first dept has forcefully collected money for plug out/broken straws and now cases for temporary embezzlement are going to be initiated against those VOs who deposited such money. So it was demanded that no temporary embezzlement case should be initiated on those VOs. Minister saab agreed upon these demands and directed officials to prepare file for the same. 5. HRA Calculation: With reference to the parity with medicos it was strongly demanded to amend the formula to include NPA for the calculation of HRA. 6. Conveyance allowance: With reference to parity with medicos and keeping in view the field job of VOs, Conveyance allowance was demanded by the association. Due follow up of above will be done.
